Unfortunately I don't think this is a bug. The login screen runs as user 'gdm' so has separate settings to your own account. If you want to change the settings of the login screen then you need to modify the config files of the 'gdm' user (/var/lib/gdm3/).
Additionally, local shell theme changes will not work until you at least install package 'gnome-shell-extensions' to get /usr/share/gnome- shell/extensions/user-th...@gnome-shell-extensions.gcampax.github.com P.S.
