I have a workaround for this, and have had one since Edgy. I thought I posted it here, but it doesn't look like I did, so:
I commented out Option "DPMS" "true" in xorg.conf, and the problem has vanished, even when running gnome- screensaver and gnome-power-manager. I have no idea why this works; I saw the workaround in a Gentoo thread a while ago and applied it to all my personal computers.
