Impact
------
devhelp autopkgtests will begin failing when webkit2gtk 2.42 is uploaded to 
Ubuntu 22.04 LTS and 23.04

Before the Surf browser was updated, it only displayed a blank window
with webkit2gtk 2.42 in Ubuntu 23.10 (LP: #2034907). However, there were
apparmor changes in Ubuntu 23.10 so we need to check whether this issue
even affects Ubuntu 22.04 LTS and Ubuntu 23.04. I don't have a
webkit2gtk build for Ubuntu 22.04 LTS or 23.04 yet.

Test Case Devhelp
-----------------
Run a devhelp autopkgtest with a trigger against the new webkit2gtk version. It 
is expected to fail.
Also add a trigger for this new devhelp version and the autopkgtest should pass.

Test Case Surf
--------------
Surf doesn't support Wayland but you can use an environment variable to run it 
on Wayland (the environment variable is harmelss for X sessions). Also helps to 
give a specific webpage to load.

Testing Done
------------
The devhelp fix worked for us on Ubuntu 23.10 (devhelp 43.0-4) and in Debian 
Unstable
