For me the correct description of the bug was most likely given in [1]. When I use my laptop's screen, everything works fine. When I am using a Philips 275E UHD display, the behavior described in this thread appears.
Chances are that the KMS driver is doing something wrong. I couldn't find an item on the Linux Kernel mailing list that addresses this (though it has been difficult to search). If someone knows more about how to debug this and file an issue, I'm all ears.
