This looks like more of a support question than a specific, actionable
bug.

If the emoji font does not work correctly in an app, it is more likely
to be a bug in that app rather than a bug in the emoji font.

I would be hesitant to make changes to the fontconfig configuration.
Noto Color Emoji is the default emoji font for Ubuntu and works without
manual changes to fontconfig, but making changes to fontconfig could
cause the fonts to not display as intended.

Therefore, I am closing this bug.
