The issue is that Chrome (and its PWAs) do not properly maximize when
you double-click the window, as other application windows do.

Some workarounds have been mentioned, but this is still a bug that should be 
fixed:
- Chrome has a "use system title bar and borders" option, but that makes the 
window large and ugly.
- A triple-click will maximize the window, but that's not the intended 
interaction, and it's a discrepancy in the user interactions.
