Further to comment #2 the following might have worked:
sudo apt clean
sudo apt update
sudo apt install shotwell
Ubuntu 14.04 (trusty) reached end-of-standard-support on April 25, 2019.
With no comments for over eight years I'm closing this report as
'Invalid'.
