This was driving me dilly after I upgraded to 24.04. It took me a lot of
searching and trial to work out that this was happening because I was
using my fingerprint to unlock my machine on power up. The Gnome
Fingerprint subsystem does *not* unlock the keyring, for reasons
explained here: https://mjg59.dreamwidth.org/68537.html

So: on a power on, use a password to login, and from then on, you can
use your fingerprint to unlock the machine.

I'm placing this comment here, as this page was my top search result
when I was trying to solve this issue: and I'd like to save others who
made my foolish mistake time.
