Hi, I just upgraded to Ubuntu 24.04.1 from Ubuntu 22.04, and I have the same issue. If I start gnome-control-center on the terminal, I get:
$ LC_ALL=C gnome-control-center 14:35:12.8558 cc-ubuntu-panel[95265]: WARNING: No Ding is installed here. Please fix your installation. 14:35:12.8559 cc-ubuntu-panel[95265]: WARNING: No Ubuntu Dock is installed here. Panel disabled. Please fix your installation. So I guess something must have been wrong. So I installed ubuntu-desktop to see if I removed anything important. Didn't fix it.
