Public bug reported:

I am using Linux Mint 21.3, with gnome-system-monitor 42.0 (gnome-
system-monitor/jammy,jammy,now 42.0-1 amd64 [installed]). I have a
laptop with `12th Gen Intel(R) Core(TM) i5-12500H` CPU.

For power-saving reason, I parked some of the cores when the laptop is
on battery.

```
CPU(s):                   16
  On-line CPU(s) list:    0,2,4,6,8,10
  Off-line CPU(s) list:   1,3,5,7,9,11-15
```

When running `stress`, `glances` shows that the 6 active cores are all
fully in use:

However, the gnome system monitor thinks only `CPU1` is active, `CPU2-6`
are idle with 0% usage in resources panel. After some debugging, it
seems that gnome-system-monitor recognizes the active CPU count, but if
one CPU is parked, all subsequent CPU usage is reported as 0.

For example, if I only park cpu1, then gnome-system-monitor can only
recognize cpu0 usage (CPU1 on the panel); but if I park cpu15, usage of
cpu0-14 is displayed correctly.
