The "ready" notifications were historically related to focus stealing
prevention. So I expect they happen within a fraction of a second of
using a keyboard or keyboard-like device. The shell is trying to avoid
popping up a window in front of you when it thinks you're typing
somewhere else.
Bug 1825710 declared the problem fixed, but looking upstream it sounds
like they just implemented a new interface that apps must manually
adopt. So that's not really a fix.
It feels like bug 1825710 needs reopening(?)
