Mainly it seems like the fix for bug 2119541 not working. But that fix
was trivial:

sudo systemctl reload apparmor.service
sudo reboot
(although comment #16 suggests that was already tried) and make sure
this path exists:
ls -l /run/systemd/userdb/org.gnome.DisplayManager
