What I did and solved was installing systemd-userdbd. It solved the problem 
with my Plucky machine, which was originally installed a long time ago. I have 
a VM with a fresh install that didn't have the problem, and it doesn't have 
systemd-userdbd installed.
IIRC, systemd-userdbd became a requirement since 49 beta, but for some reason 
Ubuntu still works, in a fresh installation, without it.
