I have the same issue.  It didn't occur immediately after my install of
24.04 LTS, but after doing apt get update.

$ journalctl -b0 > journal.txt

$ journalctl -b-1 > prevjournal.txt

$ lt /var/crash
-rw-r----- 1 smp whoopsie 14164328 2025-09-11 17:54:03.400986909 -0600 
_usr_bin_gnome-system-monitor.1000.crash
-rw-r----- 1 smp whoopsie  7649315 2025-09-11 13:32:15.091972351 -0600 
_usr_lib_xorg_Xorg.1000.crash

Step 2 failed, so:
$ sudo cat /var/lib/whoopsie/whoopsie-id
18317d2ce6b5af7255edf23acb3fa8f0988f4dc129ca792966b7db6b6c51b02a3be7b81a42b913f22767c898563b783b52be955c85dda781df6ca9701fe8edab
