My configuration is laptop (16" display with 4K resolution) with
external monitor (43", 4K) above it.

Steps to reproduce:
1. Boot Ubuntu 25.10 installation media
2. Open display settings – right click on desktop
3. Rearrange built-in display (#1) under external one (#2)
4. Confirm (optional)
5. Uncheck Fractional Scaling
6. Displays are back built-in (#1) left from external (#2)

Expected behavior:
After unchecking Fractional Scaling displays stay arranged #1 above #1.
