You have been subscribed to a public bug:

fonts-indic (in main) is blocked in proposed migration because it
depends on fonts-uniol (in universe):
  fonts-indic/amd64 in main cannot depend on fonts-uniol in universe

This issue can be resolved by either promoting fonts-uniol to main via
MIR or replacing it with another package, which is already in main and
provides the same fonts.

fonts-noto-core can be such a package since both packages provide
identical coverage for the Ol Chiki Unicode block (U+1C50-U+1C7F):

$ fc-list "Noto Sans Ol Chiki" : charset

Both cover the complete 48-character Ol Chiki script block. The
differences (ASCII punctuation in UniOl vs. spaces and Rupee symbol in
Noto) doesn't affect Ol Chiki rendering.

Note: fonts-uniol provides 4 font variants
(Regular/Bold/Italic/BoldItalic) while fonts-noto-core provides 2
(Regular/Bold)
