That is because a middle-click on the titlebar moves the window
"behind". It is configured here: https://git.launchpad.net/~ubuntu-
desktop/ubuntu/+source/ubuntu-settings/tree/debian/ubuntu-
settings.gsettings-override#n138

I wonder if it's still a good default to have. Upstream defaults to no
action on titlebar middle-click.
