GNOME Shell is being asked to start in X11 mode when X11 support has not
been compiled into the binary. So crashing with:

  meta_display_new: code should not be reached

is correct behaviour.

Furthermore, this code has been deleted in GNOME 50 which is what will
go in the final release.

So this seems to be a WSL bug and mutter/gnome-shell is behaving
correctly.
