Problem:
GNOME System Monitor shows GPU usage 0% all the time, even when running 3D 
applications and games.
The GPU is actually working correctly: radeontop shows real GPU load (50-100%) 
when running Minecraft 1.20.6.
All other GPU functions work normally, including 3D rendering and video 
playback.

Expected behavior:
System Monitor should display correct GPU utilization for graphics cards using 
the legacy radeon driver.

Steps to reproduce:
1. Boot Ubuntu 26.04 LTS on a system with AMD HD 6xxx/7xxx series GPU using the 
radeon driver
2. Open GNOME System Monitor and go to the Resources tab
3. Launch any 3D application (e.g., Minecraft, Blender)
4. Observe that GPU usage remains 0% in System Monitor, while radeontop shows 
significant load
