Yes, Mutter treats user-specified window positions as higher priority
than automatic window positions and will revert to the user-specified
position whenever that becomes possible.

The simplest user-specified window position is dragging with the mouse.
It sounds like the bug here is Mutter failing to treat the move-to-
monitor-right/left actions as user-specified.
