that's not necessarily a bug. the session is read from dconf if missing
from the command-line. (although we have changed this for clarity in
GNOME 51)

please share the contents of:
/etc/dconf/profile/gdm
/usr/share/dconf/profile/gdm

and the output of:
$ DCONF_PROFILE=gdm gsettings get org.gnome.desktop.session session-name
