With 3.101~svn6525+dfsg-2 create an mp3 file with some tags, e.g.
lame -b128 testcase.wav testcase.mp3 --tt "test case" --ta "sam"
--id3v2-only
View the file in vlc or rhythmbox, or on the command line with
ffprobe testcase.mp3
Input #0, mp3, from 'testcase.mp3':

Options like --id3v2-utf8 --id3v2-utf16 don't help

I do not see the issue with 3.100 on Fedora, so reporting to Ubuntu
rather than upstream.
I also tried the Debian sid package lame 4.0-1, which correctly encodes
the tags (maybe due to this fix
https://sources.debian.org/patches/lame/4.0-1/svn-r6562.diff/ ).
Notes:
Any the wav file used should not matter, but you can get it from
https://sourceforge.net/p/lame/svn/HEAD/tree/trunk/lame/testcase.wav
