Summary: Pasting over a text selection silently fails on Wayland;
pasting at an empty cursor position works normally.

Expected behaviour:
Selecting a word or range of text and pressing Ctrl+V should replace the
selection with clipboard contents, as it does on X11 sessions.

Actual behaviour:
Paste has no effect when text is currently selected. The selection is
left unchanged and clipboard contents are not inserted. Pasting at an
empty cursor position (no active selection) works correctly and inserts
clipboard contents as expected.

Steps to reproduce:
1. Open GNOME Text Editor (or Sublime Text)
2. Type a sentence
3. Copy some other text to the clipboard (Ctrl+C on any text)
4. Double-click a word in the sentence to select it
5. Press Ctrl+V
6. Observe: selected word is not replaced, nothing appears to happen
7. Click to place the cursor with no active selection, press Ctrl+V again
8. Observe: paste now works normally, text is inserted at the cursor

Applications tested:
- Sublime Text 4 (Build 4200) — reproduces both under native Wayland
  and when forced through XWayland via GDK_BACKEND=x11
- GNOME Text Editor 50.1 — reproduces (native GTK4/Wayland, no XWayland)

Not yet tested: GNOME Terminal, Firefox, whether IBus involvement
correlates with the failure.

This started after upgrading from Ubuntu 24.04 LTS to 26.04.1 LTS
(do-release-upgrade). No clipboard issues were present on 24.04.
