When clicking the titblebar of a window, I expect it to raise the window.
The window is not raised.
Clicking within the window does raise it.
Window Focus is: Focus on Hover.
Also might be related: The Titlebar Double-click action is set to
Toggle-Shade, but that also does not work. (The window stays the same,
never shades).
