Steps to reproduce
 Requirement: having a mandatory proxy to access the Internet. No other 
connection allowed.
 - In System->Preferences->Network Proxy
 - Select Manual and "use the same proxy for all protocols"
 - Enter the proxy IP or host name and its port
 - Open Epiphany and try to access an address in HTTPS or FTP e.g. 
https://help.ubuntu.com/

Behaviour
 - Epiphany try to load and load and load, but nothing happen and in the end we 
have a time out page.
Note: Firefox (which does not use the Gnome Network proxy information but 
internal settings) is able to access at the same time this address.

Expected behaviour
 - Epiphany should load the page

Analysis of the problem
 - Once "use the same proxy for all protocols" is selected, we can only specify 
the HTTP proxy, but it should apply to all protocols
 - It does not apply to all protocol as all HTTP URL do work in Epiphany but 
HTTPS or FTP URL do not work
 - Last week, this functionality was working, actually since I'm testing Feisty 
this functionality has been working...
