You have been subscribed to a public bug:
To reproduce:
1. Turn on capslock
2. Click System->Preferences->Keyboard->Layout Options
3. Under "Ctrl Key Position" choose "Make Capslock an additional Ctrl."
4. Click OK
This gets the desired behavior (Capslock now acts like control) but has
a side effect -- now you're stuck with capslock on. It should be turned
off automatically when using this option.
