Bill: I'm not sure I understand your answer... Typically compiz is turned on or off by simply pressing the "Enable Desktop Effects" button in System -> Preferences -> Desktop Effects. I'm not sure what Beryl does. If creating a temporary new user for testing purposes has all the effects on then I guess you will have to uninstall beryl to turn it off. Just to check where did you get beryl (or compiz if you are using that) from?
