This is likely to be a policy decision. Upgrading Gnome is a big thing, which could be a painful experience, and is therefore only acceptable when doing a Distro upgrade. 7.10 (Gutsy Gibbon) is likely to have a newer version of Gnome, though I could not tell you which will make the final.
Porting newer software to older versions in the normal update tree is rarely done, and generally only patches to deal with major crashes and security exploits will be rolled in. That said, there is an Ubuntu Backports group, and a corresponding repository that can be added to your apt sources, as well as a separate bug tracker.
