Okay Phillip, I'll send you an independent email to make sure you see
this, but I found what can be taken as a specificaiton in the wikipedia:

provides a 'Character Map' utility (Applications/Accessories/Character Map)
which displays characters ordered by Unicode block or by writing system, and
allows searching by character name or extended description. Where the
character's code point is known, it can be entered in accordance with ISO
14755: hold down Ctrl and Shift and enter the hexadecimal Unicode value,
preceded by the letter U if using GNOME 2.15 or later. The input code is an
UTF-32 value. For example, type Ctrl+Shift+100050 to type a character in
Unicode private plane 16.

...the implication being that NOW, with the latest gnome you need to use a "U"
before the codepoint. This works for me, so I'm giving your bug a status of
Reject. However, perhaps this is still a very important point, as it would be
nice if these kinds of changes were somehow clearer to users. If I am mistaken
for some reason about this, or certainly if you perceive needs for further
clarifications that can help these matters, please file an addendum here, or
file another bug regarding documentation.
