With regards to having the menubar at the top of the screen, rather than the top of the application:
Since Gnome is moving towards the spacial modal (with spacial Nautilus, Places menu etc.), it seems to me that attaching the menubar to the top of each window is the thing to do. Each application is an entity with its own menu bar. If the menu bar is at the top of the screen (the OSX way) the desktop becomes more like an "application browser ", with a context sensitive menu at the top.
