Wow. I didn't see this before. The first part of the sentence is false: a proposed module should be of quality and there are some things it should be/do (be documented, translatable, accessible, etc.). There are requirements for the quality of the module. Exceptions can happen, of course. Also, we already included modules that are not "critical pieces of software that a desktop should not be without".
