Someone doesn't have an up-to-date system.  ;-)  That was a bug fixed
in metacity-2.13.2, namely bug 86644.

It has been.  Please update to head.  Note that edge-resistance (as
opposed to auto-snapping) for normal moves and resizes has also been
added.
