Good idea. Could also make it a requirement that there be a 2.14 and a
'version-free' version- i.e., that the theme be good enough that it
could stand on its own and be added to the package after the release,
without the version references.

Do this, and you could end up with a packaged set of 'historical' themes, backgrounds and splashes, which would be sweet, IMHO
