Make sure you're actually using intltool 0.35.0 when you build the tarball, and make sure that the LINGUAS file is actually in po/ and not in the toplevel directory, which seems to be the case with at-spi. You can check the version being used by doing a quick "grep version intltool*.in" in the toplevel directory after you run autogen.sh. If it's the old version that doesn't support checking the micro version for comparison as well, you'll end up with a tarball without translations, because the LINGUAS support doest exist, and the version check succeeded when it should have failed. Aside from that, there isn't really much you can do.
