Make sure you're actually using intltool 0.35.0 when you build the
tarball, and make sure that the LINGUAS file is actually in po/ and not
in the toplevel directory, which seems to be the case with at-spi.

You can check the version being used by doing a quick "grep version
intltool*.in" in the toplevel directory after you run autogen.sh. If
it's the old version that doesn't support checking the micro version
for comparison as well, you'll end up with a tarball without
translations, because the LINGUAS support doest exist, and the version
check succeeded when it should have failed.

Aside from that, there isn't really much you can do. And this seems to
be a single instance case of someone mistakingly putting LINGUAS in the
wrong place.
