Waking 2 processes and doing RPC *each second* just to be sure to be on
time looks like really heavyweight.
Jumps in time aren't that frequent (mostly resume, perhaps first network
connection). Maybe dbus should just send a "time has changed" message
for interested applications, and the rest should just use sleep().
