The point being made is that users did their job (bug reporting), potential GNOME developers did their job (implementation). The ones that didn't do their job where official GNOME developers (provide feedback). Of course it cannot be assumed that all the bug reports are properly followed, but at least the important ones should. Without votes it's hard to see important bugs being ignored.
