Complementing what Matteo said recently, there's also the overhead of doing regular releases, following the official schedule, that do not include important changes, or even worse, have no updates at all. Taking them out of the release set means that there's no need for these modules to follow the official schedule, and whoever wants to do small maintenance tasks in the future, can release as frequently as she thinks it is worth. If there is someone really interested on that, of course.
