Libraries don't belong in Desktop until they are used by something in Desktop. Libraries don't belong in Platform Bindings unless they wrap something in the Platform. There's no question of this going into the Platform. Maybe the maintainer misunderstands the purpose of the release sets. Its not just a stamp of officialness.
