Since most keyboard navigation is implemented at the toolkit level, it's not 
really discussed in the HIG, so it probably won't get a lot of traction there.

To be honest, you might be better having this discussion over on the 
gnome-accessibility-list, as there's a lot of people over there who rely on 
good keynav to use GNOME at all, and who would certainly need to approve any 
changes in this area.
