Two situations combined to confuse me:
1) I guess we don't have enough bugs because I've never seen the
current "you have apps not responding" dialog.
2) I only read the spec which doesn't mention that this might exist.
Matthias set me straight on IRC.
In short, I actually have absolutely no complaints about how it works
now. Please disregard. :)
