How about a GtkMenuButton - so people can pack menus into a button if they don't want a menubar in their application. We are starting to see this trend a bit now, current examples are Chrome/ium and Firefox (kinda), but it appears in the GNOME3 EOG mockups too. GtkMenuToolButton is close but AFAIK can't take sub-menus.
