The spec can be found in the xdg-specs repository: http://cgit.freedesktop.org/xdg/xdg-specs/tree/help-system I don't think it was ever published as HTML on freedesktkop.org, unfortunately. And it remains unimplemented by KDE, even though the spec was ironed out between me and a KDE developer during a cross-desktop help summit. However, the old help system continues to work in Yelp, and will continue to work for the foreseeable future.
