The goal should be to port existing menubars to GMenu, either only providing an app menu, or splitting actions between app menu and menubar. The benefit will be menus that behave as expected by the environment - GNOME 3 will display the app menu in the top bar and keep the menubar in the windows, GNOME Fallback (and Windows) will display both in windows and Mac OS X / Unity will merge them into the global menu.
