To give some perspective about the level of maintenance that
fallback-only modules receive currently, here's some numbers:
commits since 3.0.0 non-translation
gnome-panel 379 112
metacity 145 33
notification-daemon 97 17
Effectively, these modules are very close to unmaintained already.
