Hi, last weekend, the release team met and discussed (among other things) the DropOrFixFallbackMode [1] feature. We've come to the conclusion that we can't maintain fallback mode in reasonable quality, and are better off dropping it. We're now working on organizing this so that it does not create more unnecessary fallout.
You can see our current plans in the 'Action Items' section of the feature page. It is not very detailed yet, but close enough to get a good idea of what we will have to do for 3.8. I think I'll try to make the moduleset changes for 3.7.2 (Nov 19) - other changes will happen over time as patches become available. It would be a good goal to have the major UI changes ([2][3]) in place for 3.7.3 (Dec 17).
