Qt5 keyboard layout changing

A few (~5) months ago I posted a bug about the inability to change 
keyboard layouts in GNOME for Qt5 apps. The initial response was the 
problem is in Qt, then a Qt dev responded that it should be a bug in 
xlib (see here https://bugs.freedesktop.org/show_bug.cgi?id=23202 , and 
the Qt bug referenced in my report below). So since the hot potato is on 
GNOMEs side I hope someone could take a look at the unreviewed 
https://bugzilla.gnome.org/show_bug.cgi?id=710126 . I know most of you 
don't use different keyboard layouts, but for the rest of us it's a 
pretty serious bug.
