There was a recent discussion about this here: http://oli4444.wordpress.com/2014/03/22/engaging-developers/ In a healthy project, some maintainers do only reviews and discuss new features. For example Linus do that full time for the kernel, he doesn't code anymore. The problem in gnome is that some maintainers are busy working on something else. To have more developers and maintainers in the long term, reviewing patches is important.
