Unfortunately there is no gconf key that will allow you to disable the
launching of gnome-panel.

Once gnome-panel is running, for GNOME 2.22 there are two methods of removing
it, gnome-session-remove (which you are using already) and
gnome-session-properties preferences where you can remove gnome-panel from
the list of running applications.
