I suggest a simple steps of approval process:
(1) based on merits: applicants supplies the list of contributions,
membership committee decide on approval
for status of contributors. [1]
(2) On the form, there is a question to ask do you want to be considered
as a core contributor, for
these applicants, once their application to be contributors is
approved. Their applications will be sent to
the existing core contributors. If they get two +1 from the core
contributors, they will be granted.
[1] One approval criteria is anyone who have commit right to any of the
desktop repository be granted
contributor status during the approval process.

Now that I have been creating more noise than necessary, sorry to
those have bee bored by this.
I guess I just have to volunteer to process any application that come
along. Of course, there should
be at least 2 to 3 people to do this.
So any more volunteer ?
