What do you mean by 'enable it'?  Do you mean 'svcadm enable nwam'?
What is the exact error message?

No clue off the top of my head.  Lots of us have used 3400s.

Give us more information about the error message.  You also turn on the
smf nwamd/debug flag and configure your syslog.conf to save debug.
